Resource Centres and Services in Educational Technology
Resource Centers are very significant in modern educational system. Educational resource centers or learning resource caters are indispensible to advance the learning experience of students and teachers in any educational sectors. Educational trends of 1960’s and 1970’s focus on methods of self learning, programmed learning, learning for mastery, learning throughout audio media and computer assisted learning. Besides, information technology and teaching and learning theories have added a new dimension into learning resource centers concept. A learning resource center is a facility provided for acquiring knowledge, staffed by a specialist, containing several information sources. The purpose of a resource center is to advance the learning experience of students and teachers in any educational sectors. Resource Center differs from a regular school library which gives additional focus on multimedia resources and information technology. Together with the functions of the library, the resource center also provides services and facilities for material development, curriculum development, media design and production, audio-visual production and also facilitates resource based learning. Learning resource centers benefits students by supplementing the learning process. They function as place to introduce, reinforce and expand student learning, and can be school or community based centers which provide access to learning materials or serve as a peer learning center.
NCERT
NCERT or National Council of Educational Research and Training was established in 1961. It functions as a resource center in the field of school education and teacher education. The NCERT undertakes programmes related to research, development and training extension and dissemination of educational innovations etc. through various constituent departments at the headquarters in New Delhi and Eleven field officers all over the country. Publication of school textbooks and other educational material like teachers’ guides or manuals are its major functions. An important dimension of NCERT’s activities is the preservice and in-service training of teachers at various levels; preprimary, elementary, secondary and higher secondary and also in areas such as vocational education, educational technologies, guidance and counseling and special education. The NCERT has comprehensive extension programmes in which various departments of the NIE, RIEs, CIET are engaged in various ways, It works in close collaboration with various agencies and institutions in the States and also works extensively with Extension Service Departments and Centers in Teacher training colleges and schools with the purpose of providing assistance to various categories of personnel, including teachers, teacher educators, educational administrators, question paper setters, textbook writers etc.
Objectives of NCERT
The major objective of NCERT is to assist and advice the Ministry of Education in the implementation of its policies and major programmes in the field of education, particularly school education. The other important objectives are: • to develop curriculum, instructional and exemplar materials, methods of teaching, techniques of evaluation, teaching aids, kits and equipments, learning resources etc. • To undertake necessary research, educational surveys, innovations, experiments, training and extension activities in the field of school education. • To study issues and problems related to different areas of education and suggest remedial measures thereof. • To conduct, monitor and publish the National Talent Search Examination. • To cooperate with, collaborate and assist the State Education Departments, Universities and other educational institutions for the furtherance of its objects.
CIET
The Central Institute of Educational Technology is an autonomous organization, formed as a nodal agency under the National Council of Educational Research and Training for promoting the use of mass-media technology for expanding and improving the quality of education at the school level. The institute is funded by the Ministry of Human Resource Development, Government of India. CIET is an important unit of NCERT which is engaged in the production of satellite based audio and video programmes for Elementary and Secondary levels which are aired on All India Radio and Doordarshan. CIET also coordinates Programme production acitivities of the six States Institute of Educational Technology at Patna, Lucknow, Ahmedabad, Hyderabad, Pune and Bhubaneshwar. CIET was established in 1984 by the Ministry of Human Resource Development under the umbrella of NCERT. CIET is a premier of National Institute of Educational Technology. Its major aim is to promote utilization of educational technologies viz. TV, Radio, Films, satellite communications and Cyber media either separably or in communication. The Institute undertakes activities to widen educational opportunities, promote equity and improve quality of educational process at school level. CIET is mandated to: • To design and produce media software materials viz. Television graphics and other programmes of curricular and co-curricular activities at the school level. • To create competencies in development and use of educational software materials mentioned above through training in areas such as script development, media production, media communication, media research, technical operations, setting up studios and repair and maintenance of equipments. • To develop plans for the use of information and communication technologies in education. • To advice and coordinate the academic and technical programmes and activities of the State Institute of activities of Educational Technology(SIETs) set up by MHRD in six States of India
Functional Structure
CIET function with six vertical divisions each attending to its own areas of responsibilities.
Media Production Division.
The Division caters to the two main aspects of media production of Video and Audio productions under two separate departments.
Audio Production Department.
The department is the production hub of CIET for audio related programmes for broadcast and non-broadcast uses. The department also provides educational contents for Gyan Vani FM channel, for broadcast through its stations in Delhi, Lucknow, Bhopal, Patna, Indore, Mumbai, Jaipur and Allahabad. The programmes are aimed at ongoing learning for children, by providing a classroom ambience away from schools.
Video Production Department.
The department produces educational videos for children of five to eighteen years and for teachers at the primary and secondary level.
Planning and Research Division
The division in the liaison agency of CIET and prepare the programme agenda for submission at Institutional Advisory Board(IAB) and Programmed Advisory Committee(PAC) meeting of NCERT and monitors the implementation of the approved programmes.
Department of Information and Communication Technologies(DICT) Division.
DICT is the Information and Communication hub of the institute. It manages the Information and communication resources and is engaged in the production of multimedia study materials, training of teachers, propagation of ICT resources among schools in the country and the upkeep and maintenance of CIET website.
Training Division
CIET conducts regular training programmes for teachers and distance mode (using EDUSAT network). The training modules are available on such subjects as design of media scripts, production of TV, Radio and multimedia programmes, editing, communication and media research, design of computer graphics, puppets-moppets and low cost teaching and learning materials.
Media Resources Dissemination Division(MMDD)
MMDD attends to the publicity and propaganda requirements of CIET trough the sales of CIET audio and video materials, participation in book fairs and exhibitions, organization of meetings and conferences and preparation of information brochures and catalogues propagating them nationwide.
Engineering Division
It provides production facilities, audio and video studios and the computer servers with the assistance of qualified technical staff.
Facilities
Library: CIET maintains three libraries, each dedicated to audio, video and book collection. The libraries stocked with contents on educational technologies, radio, television, communication, films and multimedia in the forms of books, journals, CDs/DVDs and multimedia packages. The library is open to outside visitors too
EDUSAT Network: CIET utilizes the EDUSAT, the first Indian Satellite exclusively for educational sector. CIET utilizes a KU-Band sub HUB along with 100 terminals at various locations (Phone-in and Video on demand), exchange of data, audio, video and computed conferencing and web based education.
